The World Bank has reaffirmed its commitment to the Benazir Income Support Programme by pledging continued technical assistance and cooperation to bolster Pakistans social protection framework. This assurance was delivered during a high-level wrap-up meeting held at the BISP headquarters, where a visiting mission from the global lender met with the program’s leadership. The session was chaired by BISP Chairperson Senator Rubina Khalid, who oversaw the discussions involving the World Bank Implementation Support Mission for the Crisis Resilient Social Protection project. The primary focus of the meeting was to evaluate current progress and identify areas where the partnership can further drive operational excellence and transparency.
During the deliberations, Senator Rubina Khalid underscored the critical role of refined survey methodologies and rigorous monitoring in maintaining the integrity of the program. She specifically highlighted the importance of updated survey questionnaires, regular spot checks, and the Proxy Means Test as essential tools for improving the accuracy of beneficiary identification. The chairperson also emphasized the necessity of a continuous recertification process to ensure that financial aid remains targeted toward the most vulnerable segments of society. By incorporating direct beneficiary feedback into the management system, BISP aims to enhance service delivery and ensure that no deserving family is left behind due to administrative gaps.
The World Bank delegation, led by Senior Social Protection Specialist Amjad Zafar Khan, provided a detailed assessment of the programs current performance regarding specific Disbursement Linked Indicators. The mission reported that BISP has made commendable progress in meeting targets related to education, health, and nutrition initiatives. These findings suggest that the integration of social safety nets with human capital development is yielding positive results. The delegation, which also included specialists Gul Najam Jamy and Sarah Nizami, expressed satisfaction with the trajectory of the program and its ability to hit key milestones within the agreed-upon timelines.
A significant portion of the meeting was dedicated to the future of digital integration within BISP. Participants discussed the transition toward cloud-based data sharing to improve inter-departmental coordination and data security. Furthermore, the meeting explored the implementation of a beneficiary-centric payment model and the Hybrid Social Protection Scheme, both of which are designed to offer more flexibility and empowerment to the recipients. These technological advancements are expected to streamline the disbursement process and reduce the challenges faced by beneficiaries in accessing their funds. As the partnership evolves, the World Bank and BISP remain focused on building a more resilient and transparent system that serves as a cornerstone of Pakistans economic stability.
