The State Bank of Pakistan (SBP) is set to introduce the Pakistan Express Clearing System (PECS) from October 15, marking a major shift in the way cheques are processed across the country. The new system will replace the physical movement of cheques and other instruments between banks with image-based clearing, allowing participating financial institutions to transmit cheque images and related electronic information through the clearing infrastructure. The central bank has planned a phased implementation, with nationwide deployment targeted for April 30, 2027.
PECS will operate on the principle of cheque truncation, under which the physical cheque will no longer need to travel between the presenting bank, clearing house and paying bank. Instead, the presenting or collecting bank will capture an electronic image of the cheque or other relevant instrument along with the required data. The information will then be transmitted to the clearing house, National Institutional Facilitation Technologies (NIFT), which will electronically forward it to the paying or drawing bank for processing.
The initial implementation phase will begin on October 15 and continue until November 15. During this pilot period, PECS will operate with a limited number of participating financial institutions. The pilot is intended to allow banks and other participating institutions to test the new clearing arrangements, identify operational issues and assess their readiness before the system is expanded to a wider group of financial institutions.
Following completion of the initial pilot, NIFT and participating institutions will review the results and address any operational or technical issues identified during the testing period. The clearing house will then prepare and submit a consolidated readiness report to the SBP. This assessment will help determine the preparedness of the participating institutions and support the transition toward the second phase of the implementation programme.
The second phase is scheduled to run from November 16 to December 31. During this period, PECS will be extended to the remaining NIFT member financial institutions. Banks and other participating institutions will progressively expand cheque truncation capabilities across their branch networks as the new system becomes more widely operational. The phased approach is intended to give institutions sufficient time to establish the required infrastructure and adapt their internal processes to image-based clearing.
An additional PECS clearing cycle will also operate each day from October 15 through December 31. NIFT will be required to submit this additional clearing cycle to the SBP by 3 pm. The additional cycle forms part of the arrangements for the transition period and is intended to support the processing requirements associated with the introduction of the new system.
Full nationwide implementation of PECS is scheduled for April 30, 2027. By this deadline, all NIFT member financial institutions will be required to develop the necessary infrastructure and extend the image-based clearing system throughout their relevant branch networks. The nationwide rollout will mark the completion of the transition from physical cheque movement to an electronic cheque clearing process based on captured images and associated data.
The SBP has already circulated the implementation plan, rules, procedures and operational instructions to NIFT member financial institutions. Banks and other participating institutions have been directed to prepare their staff for the transition by providing training on cheque truncation and the operational requirements of PECS. Institutions are also required to comply with all applicable laws and regulations and conduct public awareness activities so customers understand the changes being introduced to cheque clearing.
Financial institutions will also nominate focal persons responsible for coordinating PECS implementation and reporting progress to the central bank. During the transition, participating institutions will be required to maintain the prescribed clearing timelines, customer service standards and settlement obligations. The SBP has also directed institutions to ensure that the transition does not disrupt existing banking services.
The introduction of PECS represents a significant technology upgrade for Pakistan’s cheque clearing infrastructure. By replacing the physical transfer of instruments with electronic images and data, the system is designed to modernise the clearing process while establishing a more technology-based framework for cheque processing. The phased rollout from October 15, followed by expansion to remaining NIFT members and eventual nationwide implementation by April 30, 2027, will allow the banking industry to gradually move toward a fully image-based cheque clearing environment.
