In FY2025, Pakistan has significantly increased its commitment to social welfare programs, with a 27% increase in the allocation for the Benazir Income Support Program (BISP). The revised budget for BISP now stands at Rs 593 billion, up from Rs 466 billion in the previous year. This allocation underscores the government’s ongoing efforts to support the most vulnerable segments of the population and enhance their economic security.
Increased Disbursements Through PPAF and BISP
In October 2024, the Pakistan Poverty Alleviation Fund (PPAF) disbursed a total of Rs 1.2 billion in interest-free loans to 25,193 individuals, marking another step in its mission to alleviate poverty and empower low-income households. From July to October of FY2025, PPAF has disbursed a cumulative Rs 4.8 billion, reaching a wide range of beneficiaries across the country.
The BISP remains a cornerstone of the government’s social safety nets, aiming to provide direct financial support to the impoverished. This significant increase in funding is expected to extend assistance to a larger number of families, helping them meet basic needs, access education, healthcare, and improve their overall living standards.
Surge in Overseas Employment Registration
The Bureau of Emigration & Overseas Employment (BEOE) also reported a notable increase in the number of workers registered for overseas employment. In October 2024, 77,316 workers were registered, compared to 65,116 in September 2024. This increase reflects the growing demand for Pakistani labor abroad, particularly in the Middle East and other international markets. With remittances continuing to be a vital source of foreign exchange for Pakistan, the government’s focus on facilitating overseas employment aligns with its strategy to boost economic stability through remittance inflows.
A Strengthened Social Safety Net
The enhanced spending on social safety nets in FY2025 is a direct response to the pressing need for poverty alleviation, economic empowerment, and skill development among Pakistan’s most disadvantaged groups. With a focus on both immediate financial relief through BISP and long-term economic empowerment through initiatives like the PPAF loans and overseas employment opportunities, the government is working towards building a more resilient society.
These initiatives reflect the government’s priority of social welfare and economic inclusivity, reinforcing efforts to reduce inequality and improve living standards across the country. With these measures, Pakistan aims to create a more sustainable, equitable growth model that benefits all segments of society.
