Federal Minister for Energy (Power Division) Sardar Awais Ahmed Khan Leghari has called for the nationwide implementation of the Energy Conservation Building Code 2023 (ECBC-2023) to promote energy efficiency and bolster sustainable development in Pakistan. In a press release issued today, the minister revealed that he has formally written to all provincial Chief Ministers, the Prime Minister of Azad Jammu and Kashmir (AJK), and Federal Ministers for Planning and Science and Technology, urging them to incorporate the ECBC-2023 into building laws and infrastructure development policies.
The ECBC-2023 sets standards for energy-efficient design and operations of buildings, aiming to reduce energy consumption and operational costs. Minister Leghari has proposed a two-pronged strategy to ensure its effective implementation: revising existing bylaws of development authorities, building control authorities, municipalities, and local governments to incorporate the code and integrating the ECBC-2023 into the Annual Development Programs for public sector infrastructure projects.
According to the minister, the adoption of the ECBC-2023 has the potential to significantly lower operational costs and contribute to sustainable growth across various sectors. Energy-efficient buildings not only reduce utility bills for consumers but also address inefficiencies in electricity utilization, which have long plagued Pakistan’s energy sector.
In peak summer months, the power sector struggles to manage peak loads, which last only 60 to 80 hours annually. To meet these demands, several power plants are maintained but remain idle for most of the year, leading to substantial capacity and allied payments that are ultimately reflected in increased electricity tariffs. By implementing the ECBC-2023, peak demand can be effectively managed, reducing the need for excess power plants and minimizing operational costs.
The minister also highlighted how energy-efficient buildings can contribute to natural gas conservation during the winter by reducing heating requirements. This dual benefit underscores the critical role of the ECBC-2023 in addressing Pakistan’s energy challenges.
Minister Leghari emphasized the importance of collaboration between federal and provincial authorities to ensure the code’s integration into development and construction frameworks. He expressed confidence that the ECBC-2023 would provide mutual benefits to both the government and consumers through reduced energy wastage and improved efficiency.
The Federal Cabinet and the National Economic Council (NEC) have already approved the ECBC-2023, marking a significant milestone in advancing Pakistan’s energy conservation agenda. Minister Leghari’s proactive push for its implementation reflects the government’s commitment to sustainable development and energy efficiency.
