Uraan Pakistan Plan Targets $5 Billion from Gig Economy and ICT Exports

The ambitious “Uraan Pakistan” 13th Five-Year Plan (2024-2029) sets a transformative goal of generating $5 billion through freelancing and the gig economy, alongside a target of $10 billion in exports of Information and Communication Technology (ICT) and high-tech products and services. Spearheaded by the Ministry of Planning, Development, and Special Initiatives, this plan focuses on macroeconomic stability and long-term sustainability under its 5E Framework: Exports, E-Pakistan, Energy, Environment, and Equity.

Prime Minister Shehbaz Sharif emphasized the significance of this roadmap, stating, “The 13th Five Year Plan envisions the transformative changes that will lead us to the milestone of a billion-dollar economy by 2025.” The plan also aligns with broader aspirations of transitioning to a $3 trillion techno-economy by 2047.

Investment and Regional Focus

To achieve its objectives, “Uraan Pakistan” outlines an investment of Rs. 1.2 trillion, which will be directed toward development in underserved regions like Azad Jammu and Kashmir (AJ&K), Gilgit-Baltistan (GB), and the merged districts of Khyber Pakhtunkhwa (KP). Investments are allocated as follows: Rs. 461 billion for AJ&K, Rs. 440 billion for KP, and Rs. 381 billion for GB. These regions face challenges, including limited infrastructure, socio-economic disparities, and elevated poverty levels.

Ahsan Iqbal, Minister of Planning, Development, and Special Initiatives, highlighted that the plan is designed to address these challenges while aligning with Sustainable Development Goals (SDGs) by fostering inclusive, sustainable growth and regional resilience.

Building a Skilled Workforce

A major highlight of the plan is its focus on skill development to address gaps in employment and expertise, particularly in Fourth Industrial Revolution (4IR) technologies. The initiative aims to certify 50,000 high-quality graduates annually, producing a workforce capable of meeting the demands of modern industries. This will enable the creation of over 10,000 startups each year, contributing to economic growth and innovation.

Infrastructure and Energy Projects

Regional connectivity and resilience are key priorities under “Uraan Pakistan.” Infrastructure projects include the 26.6-kilometer Mansehra-Muzaffarabad expressway, the 175-kilometer Muzaffarabad-Mirpur-Mangla Kashmir Highway, and a 190-kilometer Tourism Development Corridor. Hydropower projects such as Nagdar (35 MW), Dowarian (40 MW), and Shagarthang (20 MW), along with 26 mini dams, will boost energy production and local economies.

In Gilgit-Baltistan, hydropower projects totaling 180 MW and expanded fiber optic broadband will drive sustainable growth. Similarly, KP will benefit from road development, new schools, training institutes, industrial estates, and initiatives in agriculture, including olive and saffron cultivation.

Promoting Inclusive and Sustainable Development

The plan also prioritizes affordable energy, gender equality, poverty reduction, and climate change resilience. Skills development in tourism, handicrafts, and minerals, complemented by TEVTA upgrades, will empower local communities. Sewerage, water supply, and sanitation projects are expected to improve living conditions across targeted regions.

By integrating community-based strategies and public-private partnerships, “Uraan Pakistan” seeks to promote inclusive education and healthcare, responsible tourism, and sustainable industrialization.

This comprehensive plan represents a bold step toward economic revitalization, fostering regional development, and ensuring that Pakistan remains competitive in the global digital and industrial economy.
