The Capital Development Authority (CDA), in collaboration with the Islamabad Capital Territory (ICT) Administration and the Municipal Corporation Islamabad (MCI), has established a joint committee to monitor and oversee the development of private housing, farm housing, and commercial projects in Zones 2, 4, and 5 of Islamabad. This move aims to streamline project management, ensure regulatory compliance, and safeguard the city’s urban development.
The official notification, issued by the Human Resource Development Directorate, details the structure and responsibilities of this newly formed committee. The committee will be composed of key officials from CDA, ICT, and MCI, each bringing specialized expertise to the table. The Director General (Urban Planning) of CDA will serve as the convener of the committee, leading efforts to oversee the progress of various projects within these designated zones. In addition to the CDA’s Urban Planning division, representatives from enforcement, regional planning, building control, sector development, environment, estate management, and housing societies will play pivotal roles in this collaborative body.
Furthermore, the ICT Administration will contribute through the Assistant Commissioner (Sadar) and the Deputy Registrar (Co-operative Societies), ensuring coordination with relevant administrative bodies. MCI’s involvement will be represented by the Directors of Municipal Administration and Revenue, ensuring that all municipal requirements and regulations are adhered to during project implementation.
One of the primary responsibilities of the joint committee will be to gather and manage crucial data for fee recoveries from sponsors, allottees, and residents of private schemes. This is essential for maintaining transparency in financial transactions and ensuring that all stakeholders comply with financial obligations related to development activities.
Another key mandate of the committee will be to prevent the misuse of land, amenities, utilities, and public buildings that have been transferred to the CDA from private schemes. This step aims to protect the public interest by ensuring that the land designated for public use is not diverted for other purposes, thereby maintaining the integrity of urban planning efforts.
The committee will also focus on the timely development of mortgaged plots, apartments, and housing projects. It will work to ensure that sponsors do not engage in illegal allotments or construction activities that deviate from approved plans. This initiative is crucial for maintaining the quality and safety of housing developments, as well as ensuring that construction timelines are adhered to.
Compliance with the “Regulation for Planning and Development of Private Housing, Farm Housing, Apartments, and Commercial Schemes/Projects in Zones 2, 4, and 5 of Islamabad Capital Territory, 2023” will be another critical responsibility for the joint committee. This regulation, framed under the ICT Zoning Regulations 1992, provides a legal framework for project development in these zones. The committee will monitor the implementation of approved layouts and building plans to ensure that no violations occur during the construction process.
In order to ensure effective oversight and coordination, the committee will conduct monthly follow-ups to review the progress of the projects under its purview. Regular updates will be provided to stakeholders to guarantee that the projects are developed in accordance with all legal and regulatory requirements. These regular reviews will also allow for timely intervention if any issues arise, ensuring that the projects stay on track and meet their intended goals.
With this new initiative, CDA, in partnership with the ICT Administration and MCI, is making significant strides in improving the management of urban development projects in Islamabad.
