RDA Partners with CGA to Launch Digital Payment System Through SAP ERP

The Rawalpindi Development Authority (RDA) has taken a major step toward digital transformation by signing a Memorandum of Understanding (MoU) with the Financial Accounting and Budgeting System (FABS), operating under the Office of the Controller General of Accounts (CGA). The agreement sets the stage for the introduction of the SAP Enterprise Resource Planning (ERP) system, which will digitalize and streamline RDA’s financial operations, including payments and budgeting.

The MoU was signed by Additional Director General of RDA, Mansoor Ahmad Khan, on the instructions of Director General Kinza Murtaza. The collaboration aims to bring transparency, efficiency, and modernization to RDA’s financial processes in line with the federal government’s broader agenda for e-governance.

Under the agreement, the SAP ERP system will serve as the backbone of RDA’s financial management. All budgeting, payment processing, and financial transactions will be handled through the globally recognized platform. Officials explained that the system will automate workflows, reduce manual intervention, and strengthen internal controls. In addition, real-time reporting features will provide accurate data for decision-making, thereby improving governance and accountability.

DG Kinza Murtaza hailed the signing as a milestone for the authority, noting that the initiative reflects RDA’s commitment to embracing digital technologies for better governance. She also praised the efforts of the CGA and FABS teams, whose cooperation made the partnership possible. “This MoU is more than a procedural step—it is a statement of intent to align RDA’s operations with modern standards of transparency and efficiency,” she remarked.

Industry experts point out that the adoption of SAP ERP by a major development authority sets a strong precedent for other government entities in Pakistan. By integrating budgeting and payment systems on a digital platform, the authority aims to reduce errors, curb inefficiencies, and minimize opportunities for mismanagement.

The SAP ERP deployment will also introduce a digital payment framework within RDA. This means vendors, contractors, and stakeholders will benefit from faster, more transparent payment processing. In addition, RDA staff will have access to digital tools that can simplify financial planning and monitoring, replacing the outdated manual handling of accounts.

The move is part of a growing trend of digital reforms within Pakistan’s public sector.
