FBR Announces Major Reshuffle in Inland Revenue Leadership to Strengthen Tax Operations

The Federal Board of Revenue has initiated a significant reshuffle within the Inland Revenue Service as part of its continued efforts to strengthen tax administration across the country. According to details shared in an official notification, the new appointments cover several critical domains including Income Tax, Federal Excise, and Sales Tax, marking a fresh phase of administrative restructuring within Pakistan’s primary revenue authority.

As part of the reshuffle, senior officer Zubair Bilal, serving in Grade 21, has officially taken charge as Member Inland Revenue Operations. He assumed his new responsibilities at the FBR headquarters in Islamabad on December 4, 2025. The appointment was formalized through a notification issued by Secretary Management, Human Resources and Integration Sultan Muhammad Nawaz Nasir, who directed all relevant departments to implement necessary procedures and update official records accordingly. The position of Member Inland Revenue Operations plays a central role in overseeing core national tax functions, including compliance monitoring, enforcement, and day-to-day operational oversight, making the appointment a key development for the institution.

In another administrative adjustment, Shabia Al-Ajaz, a Grade 20 officer with longstanding experience in tax administration, has been posted as the Acting Chief of the Large Tax Office in Karachi. She will continue to serve at her existing grade and salary scale. Her appointment comes at a time when the LTO remains deeply engaged in revenue mobilization, audits, and compliance enforcement involving leading industries and major taxpayers based in the country’s commercial capital. The role of Acting Chief LTO is seen as strategic given the office’s contribution to federal revenue collection and its interaction with high-value taxpayers.

Meanwhile, in related developments, FBR Member Inland Revenue (Operations) Dr. Hamid Atiq Sarwar is currently undergoing medical treatment following an injury sustained during an official trip to Paris. Dr. Sarwar reportedly suffered a fall while attending engagements abroad and has since been receiving medical care. Once he recovers, he is expected to transition into the role of Member Strategic Affairs, reflecting the demanding nature and heavy workload associated with Inland Revenue operations. The Strategic Affairs portfolio is understood to involve policy coordination, long-term tax planning, and inter-agency engagements, areas in which Dr. Sarwar has previously contributed extensively.

The latest administrative overhaul within the Federal Board of Revenue underscores the government’s broader push to stabilize and modernize tax governance. With Pakistan continuing to pursue structural reforms under international commitments and domestic economic challenges, leadership transitions within tax institutions remain central to maintaining operational continuity and enhancing performance.
