The Asian Development Bank has reaffirmed its commitment to supporting a comprehensive overhaul of Pakistan’s power sector, targeting critical areas such as digitization, data governance, and institutional restructuring. During a high-level meeting between Federal Minister for Power Sardar Awais Ahmed Khan Leghari and ADB Country Director Emma Xiaoqin Fan, the bank expressed a keen interest in financing and providing technical expertise for several modern energy initiatives. These include the implementation of advanced metering infrastructure and specialized studies on the integration of rooftop solar and battery energy storage systems into the national grid. The partnership aims to create a more resilient and technologically advanced energy framework capable of meeting future demands.
Federal Minister Leghari emphasized that Pakistan’s power sector has remained notably resilient despite the global energy volatility triggered by regional conflicts. He attributed this stability to a strategic pivot toward indigenous resources, including local coal, hydroelectric power, and solar energy. The government’s primary objective remains the reduction of electricity costs by increasing the share of domestic fuels in the national energy mix. This shift is intended to shield the public from international price shocks while ensuring a more sustainable financial model for the country’s power distribution companies.
The ADB is also prioritizing human capital development within the energy sector. Ms. Fan highlighted that the bank is facilitating specialized training programs for Pakistani power sector professionals in South Korea to enhance their technical capabilities. Responding to this, the Federal Minister stressed the importance of maintaining a transparent and merit-based selection process for these international training opportunities to ensure the right talent is equipped with global best practices. Furthermore, the discussions covered the restructuring of the National Grid Company, with the government seeking ADB’s guidance to improve the efficiency of the transmission network.
As the government moves toward the privatization of various power entities, the focus is shifting heavily toward upgrading the transmission sector. The Power Division has already engaged the Pakistan Business Council to attract private investment into grid infrastructure. Ms. Fan noted that the ADB Vice President is scheduled to visit Pakistan later this month to further solidify these cooperation agreements. Both parties agreed that the road to a sustainable energy future lies in integrated planning and the adoption of smart technologies that can handle the growing influx of renewable energy sources.
