The new administrative mechanism sets the applicable income tax rate at one percent of gross annual turnover, subject to a mandatory minimum cash payment of 25,000 rupees. Designed to lower operational compliance hurdles, minimize interactions with tax authorities, and integrate small retail businesses into the formal documented economy, the framework combines streamlined tax return filing protocols with broad statutory exemptions from complex corporate regulations.

Official details released by the revenue authority confirm that the simplified scheme was promulgated under statutory notification S.R.O. 1166(I)/2026, issued on July 27, 2026. Under the published regulations, the optional regime applies exclusively to individual taxpayers who derive their primary commercial income through the operation of a single retail shop generating an annual turnover of up to 200 million rupees. Qualifying retailers opting into the mechanism are granted complete relief from withholding tax obligations under section 153 on their purchases of goods or services, alongside an exemption from the general minimum tax mandated under section 113 of the Income Tax Ordinance, which standardly levies a 1.25 percent tax on gross turnover. Statutory guidelines require a minimum interval of one month between successive default proceedings.
