This central facility serves as a foundational component under the government’s newly introduced Tax Operating Model, which aims to build a modern, technology-enabled, centralized, and transparent framework for national tax administration. During the session, project leads provided a thorough briefing covering the formal establishment of the dedicated Project Management Unit, institutional governance setups, ongoing software engineering work, and operational preparation efforts required for a multi-stage rollout. Participants detailed specific targets designated for the pre-pilot testing, formal pilot runs, and nationwide deployment stages to ensure that every phase moves forward on schedule without unnecessary delays.
Senator Muhammad Aurangzeb praised the technical and administrative teams for the work completed so far in establishing the Project Management Unit, pointing out that close, continuous coordination between operational personnel and technology units remains vital for long-term project viability. He noted that the creation of the National Faceless Centre reflects a primary reform effort designed to update national tax processes through comprehensive digitalization, process standardization, and higher procedural transparency. Meeting attendees reviewed the surrounding governance framework supporting the revamped operating model, focusing on organizational structures tasked with project monitoring, risk management, and overall execution tracking. Technical leads also updated the participants on the construction of the underlying risk engine and the progress achieved in establishing automated, rules-based criteria for selecting tax cases within the faceless handling system.
Highlighting the need for careful execution, the Finance Minister explained that a well-designed pilot phase remains essential to test and validate the revised operating model before attempting a full nationwide rollout. A controlled testing period enables technical personnel to assess actual system performance, identify potential operational friction early in the process, and integrate valuable operational lessons to facilitate a frictionless final transition. The conversation extended into technical requirements, physical and cloud server capacity, data architecture, and cross-system integration needed to power the National Faceless Centre effectively. Officials confirmed that technical teams are following an agile development methodology, encouraging continuous communication and iterative adjustments between business domain experts and software engineers throughout the creation of the platform.
Recognizing the sensitivity of digital financial records, Senator Muhammad Aurangzeb emphasized that cybersecurity protocols and strong data governance must stay embedded within every layer of the implementation effort. He instructed project managers to prioritize ongoing investment in defensive cybersecurity systems and secure digital networks to safeguard confidential taxpayer data against potential vulnerabilities and protect the integrity of the updated tax model over time. To maintain momentum, the minister called for routine progress meetings to closely track implementation milestones, tackle unforeseen technical or administrative hurdles as they arise, and ensure the initiative stays on target. He reiterated the full backing of the government for structural tax reforms aimed at digitalizing public administration. The meeting brought together key leaders including Chief Executive Officer of Pakistan Revenue Automation Limited Faisal Sattar, Chief Revenue Domain Officer Zain Sahi, Project Management Unit Directors Zia Agro and Javed Iqbal, Additional Director Sardar Omer Sharif, and senior representatives from the Finance Division.
