Pakistan Credit Rating Agency Limited (PACRA) has entered into a Memorandum of Understanding (MoU) with Lianhe Ratings Global Limited, the international arm of one of China’s largest credit rating groups, to explore cooperation across sustainable finance and credit rating-related activities. The agreement establishes a framework for the two organisations to examine potential areas of collaboration involving sustainable finance ratings and assessments, green and sustainability-linked financial instruments, research and knowledge-sharing, and rating-related services connected with potential Panda Bond issuances by Pakistani sovereign and corporate issuers.
The MoU brings together PACRA and Lianhe Global with the intention of exploring opportunities in financial products and services linked to sustainability and international capital markets. Sustainable finance has become an increasingly important area for financial institutions, issuers and investors as markets place greater attention on environmental and sustainability considerations when assessing financial instruments. Through the proposed cooperation, the two organisations intend to examine ways to develop expertise and services around these areas while strengthening knowledge-sharing between the Pakistani and Chinese rating sectors.
One of the specific areas identified under the agreement is sustainable-finance ratings and assessments. The cooperation could provide a basis for the two organisations to work together on assessments related to financial instruments that incorporate sustainability considerations. The MoU also covers green and sustainability-linked instruments, indicating that the proposed collaboration is not limited to conventional credit rating activities but could extend to financial products structured around environmental and sustainability objectives.
Research and knowledge-sharing are also included within the scope of the agreement. This could allow PACRA and Lianhe Global to exchange information, research and expertise relating to sustainable finance and rating practices. Such cooperation can support greater understanding of developments in financial markets while providing both organisations with an opportunity to examine approaches being used across their respective markets.
Another key area covered by the MoU relates to potential Panda Bond issuances by Pakistani sovereign and corporate issuers. Panda Bonds are bonds issued in China’s domestic market by foreign entities, allowing international issuers to access investors and financing within China’s capital market. PACRA and Lianhe Global intend to explore rating-related services for potential Panda Bond issuances involving Pakistani sovereign and corporate issuers under the cooperation framework.
The potential involvement in Panda Bond-related rating services could create an additional area of cooperation between Pakistan’s credit rating sector and China’s financial markets. For Pakistani issuers considering access to China’s capital market, credit assessment and rating-related services can form an important part of the process. The proposed collaboration therefore provides a framework for PACRA and Lianhe Global to examine how their respective expertise could support such potential transactions.
Lianhe Ratings Global is the international arm of one of China’s largest credit rating groups, giving the agreement an international dimension for PACRA. The cooperation also reflects the broader financial relationship between Pakistan and China, particularly in areas involving capital markets and cross-border financial activity. By exploring cooperation with an established Chinese rating group, PACRA can examine opportunities connected with financial instruments and market practices in China.
However, the MoU itself does not confirm the launch of any specific financial product, rating service or Panda Bond issuance. According to the notification, specific initiatives resulting from the cooperation will remain subject to the execution of definitive agreements where applicable. This means that individual projects or services will require further arrangements between the parties before they can proceed.
PACRA has also stated that any material development arising from the cooperation will be disclosed in accordance with applicable requirements. The disclosure provides the market with information about the agreement while making clear that further developments will depend on subsequent agreements and arrangements.
The MoU therefore establishes a framework for PACRA and Lianhe Global to explore cooperation in sustainable finance, green and sustainability-linked instruments, research and knowledge-sharing, and rating-related services for potential Panda Bond issuances. The agreement could create new opportunities for collaboration between the Pakistani and Chinese financial markets while giving sovereign and corporate issuers additional possibilities to explore sustainable finance and access to China’s capital market.
