The Government of Pakistan is advancing plans to modernize its public service delivery through the $77.73 million Digital Economy Enhancement Project (DEEP), in collaboration with the World Bank. Managed by the Ministry of Information Technology and Telecommunication, this ambitious program seeks to reengineer the delivery of citizen services using digital platforms, laying the foundation for a more transparent, connected, and citizen-focused governance model.
As part of the project rollout, the government has initiated the hiring process for a consultancy firm that will guide the technical and strategic development of the initiative. The consultancy’s core responsibility will be to assess the current state of public services across federal and provincial institutions, identifying gaps and inefficiencies, and building a framework to digitize and unify these services under a centralized digital architecture.
A primary focus of DEEP is the creation of a National Citizen Portal—an integrated, user-friendly platform accessible through a secure mobile super app and web interface. This portal is envisioned as a one-stop digital gateway that consolidates public services nationwide, offering a seamless user experience and significantly reducing the need for physical government interactions.
The project embraces a whole-of-government approach, aiming to develop a cohesive Digital Government Enterprise Architecture. This structure will eliminate operational silos by aligning service delivery models, data infrastructure, and governance standards across departments. Redefining the roles, responsibilities, and workflows in line with modern digital practices will be central to the transformation strategy.
The consultancy will conduct a detailed inventory of existing public services, prioritize them for digital transformation, and perform business process reengineering to enhance efficiency, remove redundancies, and improve end-user satisfaction. All service designs will adhere to national policy guidelines and compliance protocols, ensuring interoperability across platforms and jurisdictions.
Security and privacy remain key pillars of the project. The firm will be responsible for implementing high-level cybersecurity measures aligned with both domestic and international standards. This includes end-to-end encryption, secure payment integration, penetration testing, risk and vulnerability assessments, and the development of a robust incident response framework.
Legal and regulatory alignment will also be closely managed. The consultancy is expected to deliver clear documentation and data-driven reporting to ensure transparency, accountability, and regulatory compliance throughout the lifecycle of the initiative.
In addition to technical development, the consultancy will establish quality assurance procedures to validate the performance, functionality, and user interface of the digital platforms. Test plans will be created to guarantee adherence to service-level standards and ensure that the system performs reliably across devices and connectivity conditions.
Once operational, the DEEP initiative is expected to improve public access to essential services, reduce administrative costs, boost transparency, and support tax revenue generation by increasing digital engagement across sectors. By centralizing citizen services and prioritizing secure digital channels, the project marks a significant step in Pakistan’s broader digital governance ambitions.
