SBP Designates NIFT As Payment System Operator Under New Regulatory Framework

The State Bank of Pakistan has formally designated National Institutional Facilitation Technologies (NIFT) as a Payment System Operator, giving the company an enhanced regulatory position within Pakistan’s financial and payment infrastructure. The designation has been granted under Section 4(1) of the Payment Systems and Electronic Fund Transfer Act, 2007, through the Payment System Designation Framework, 2017. The move formally recognises NIFT’s role in operating critical payment infrastructure and places the company within a regulatory framework designed for important participants in Pakistan’s payment system.

The designation represents a significant development in NIFT’s institutional position as Pakistan continues to modernise its financial infrastructure. NIFT has maintained an established role in the country’s banking sector through its cheque-clearing operations and relationships with commercial banks and other financial-sector participants. With its formal recognition as a Payment System Operator, the company is expected to deepen its coordination with the State Bank of Pakistan, commercial banks and other stakeholders as it works on the development and modernisation of payment-related services.

NIFT currently operates Pakistan’s interbank cheque-clearing system through a centralised Image-Based Clearing System. The infrastructure is supported by 27 processing centres located across the country, enabling cheque-clearing operations between participating financial institutions. The company’s established position within the banking sector has provided it with an important role in the processing of financial transactions, particularly as Pakistan’s financial system continues to move toward faster and increasingly digital methods of payment.

According to NIFT, the new regulatory designation will support its efforts to further modernise cheque clearing while contributing to the wider digitalisation of Pakistan’s payment infrastructure. The company has identified faster digitalisation and broader adoption of digital payment platforms among its priorities going forward. These efforts are aligned with the State Bank of Pakistan’s broader focus on developing a payment ecosystem that is more secure, efficient and financially inclusive, while reducing dependence on slower and more traditional processes where digital alternatives are available.

NIFT is also developing additional capabilities around its existing infrastructure. These include cheque truncation, digital cheque services, centralised intelligence and validation analytics, along with secure digital payment tools. The expansion of these capabilities indicates that the company is seeking to build on its existing cheque-clearing infrastructure while responding to the changing requirements of Pakistan’s financial sector. The development of digital services alongside established clearing infrastructure could allow NIFT to support financial institutions as they increasingly adopt technology-based payment processes.

The company’s existing relationships across the banking sector are also expected to remain important as these capabilities develop. NIFT’s infrastructure connects it with banks and other financial-sector participants, giving it an established position from which to support the transition toward more technology-driven payment services. The formal designation by SBP provides an additional regulatory foundation for this role and places greater emphasis on the company’s responsibilities within Pakistan’s payment infrastructure.

The development comes as Pakistan’s financial ecosystem continues to see greater adoption of digital payment platforms and technology-based financial services. Banks, payment institutions and other financial-sector participants are increasingly relying on digital infrastructure to process transactions, verify information and improve the speed and security of financial services. The new status reflects the importance of the infrastructure NIFT already operates while establishing a clearer regulatory position for its future activities.

With NIFT now formally designated as a Payment System Operator, its role in Pakistan’s payment ecosystem is expected to extend beyond traditional cheque-clearing operations as the company develops additional digital capabilities.
