World Bank–Funded Balochistan Livelihoods Project Generates Jobs and Boosts Rural Entrepreneurship

ISLAMABAD: The World Bank–funded Balochistan Livelihoods and Entrepreneurship Project (BLEP) has achieved significant milestones ahead of its scheduled closure in February 2026, generating nearly 19,000 full-time jobs and extending support to 45,000 beneficiaries across rural communities in the province.

Official project documents highlight that 312 High Tunnel Systems have been installed to support high-value agriculture, contributing to increased productivity and income for local farmers. Notably, 41 percent of the project’s beneficiaries are women, reflecting a strong emphasis on gender inclusivity and empowerment within rural development initiatives. Community participation has further mobilized over USD 2.1 million in local capital investment for agriculture-based businesses.

The initiative has established 328 Business Support Facilities to provide guidance and resources for micro and small enterprises. Training has been imparted to 12,199 individuals, including 42 percent women, equipping them with entrepreneurship and technical skills necessary to sustain and grow their enterprises.

Financial and advisory assistance has reached 4,812 entrepreneur groups, ensuring that micro and small businesses in targeted districts can operate sustainably while contributing to local economic growth. These efforts are part of a broader strategy to enhance rural livelihoods, strengthen enterprise resilience, and build long-term community capacity.

Disbursement under the International Development Association (IDA) credits stands at approximately 83 percent, while the Trust Fund component has achieved full utilization, demonstrating effective implementation and resource management. An endline survey is currently underway to evaluate the on-ground impact on livelihoods, enterprise sustainability, and resilience of rural households.

The Balochistan Livelihoods and Entrepreneurship Project was approved in March 2020 and is now in its final phase, with the official closing date set for 27 February 2026. Progress toward achieving the project development objective, as well as overall implementation performance, has been rated moderately satisfactory by the monitoring authorities.

The project’s achievements underscore the importance of targeted development interventions in rural areas, combining technical assistance, financial support, and gender-focused strategies to create inclusive economic opportunities. By strengthening the province’s agricultural and entrepreneurial sectors, BLEP has contributed meaningfully to sustainable development and improved livelihoods for thousands of Balochistan residents.

As the project nears completion, its outcomes are expected to provide a model for future development programs, demonstrating how community participation, gender inclusion, and strategic investment can drive economic growth and social development in underdeveloped regions.
