President Zardari Approves Major Legislative Reforms and National Awards for 2026

In a far-reaching move to modernize Pakistan’s legal and institutional framework, President Asif Ali Zardari has officially endorsed a comprehensive series of legislative measures. This legislative package, announced via a formal press release, spans a diverse array of sectors including national security, media governance, social welfare, and urban development. The approval of these bills signals a robust push by the current administration to implement structural reforms aimed at improving service delivery and updating outdated regulatory codes to better reflect contemporary requirements.

Among the most significant updates is the Pakistan Citizenship (Amendment) Bill, 2026, which seeks to streamline nationality protocols. The media landscape also sees major shifts with amendments to the Pakistan Electronic Media Regulatory Authority (PEMRA) Act and the Newspaper Employees (Condition of Service) Act. These changes are expected to redefine the relationship between the state, media houses, and employees, particularly as digital platforms continue to reshape information flow. Additionally, the Associated Press of Pakistan Corporation (Amendment) Bill was signed into law to further professionalize the state-run news agency’s operations.

The President’s signature also extended to critical social and infrastructure initiatives. The Naya Pakistan Housing and Development Authority (Amendment) Bill was approved to refine the legal parameters of the national housing drive, while the Daanish University Islamabad Bill establishes a new higher education landmark in the capital. Other specialized reforms included the Zakat and Ushr (Amendment) Bill and the National Archives (Amendment) Bill, both aimed at enhancing the management of religious contributions and the preservation of national historical records respectively. To protect national symbols, the Pakistan Names and Emblems (Prevention and Unauthorised Use) Amendment Bill was also ratified.

Beyond legislation, the President made key appointments and recognized national services through civil awards. Eazaz Aslam Dar was appointed as a Member of the Federal Public Service Commission (FPSC) under the Balochistan quota, ensuring provincial representation in the country’s top recruitment body. In a nod to academic and professional excellence, the Sitara-i-Imtiaz was conferred upon Professor Sarwar Muhammad Khawaja, Rashid Malik, and Zain ul Abideen Ahsan for their outstanding contributions to their respective fields.

In the spirit of the upcoming double celebrations of Eid-ul-Fitr and Pakistan Day, the President also granted a special remission in sentences for prisoners across the country. This humanitarian gesture is a traditional practice during significant national and religious milestones, aimed at providing a second chance to those who have shown good conduct during their incarceration. Collectively, these executive actions represent a busy period of governance aimed at balancing legislative progress with national recognition and social empathy.
