Punjab Government Establishes First Comprehensive Energy Policy and Regulatory Authority

The Government of Punjab has officially commenced the development of its inaugural comprehensive energy policy and a robust provincial regulatory framework, a move that signals a significant shift in the administrative management of the power sector. Central to this ambitious roadmap is the creation of the Electric and Power Regulatory Authority Punjab, an independent body designed to modernize oversight and improve operational efficiency across the province. This initiative is being executed in close coordination with the United Nations Development Programme Pakistan, ensuring that the new provincial architecture aligns with international standards of governance and sustainable development goals.

According to senior officials from the Energy Department, the establishment of the provincial regulator is part of a much larger strategic vision to address long-standing bottlenecks in the energy supply chain. By creating a dedicated provincial framework, the government aims to enhance coordination between various stakeholders and ensure that the energy sector can meet the growing demands of Pakistan’s most populous province. The department has clarified that this move is fully supported by the constitutional powers granted to provinces, which allow for localized control and regulation over electricity generation, transmission, and the active participation of the private sector in the energy market.

Currently, the technical groundwork is being laid with the development of the initial draft of the EPRA legislation. A specialized team of consultants has been tasked with conducting a thorough technical review of the proposed laws to ensure they provide a clear and enforceable mandate for the new authority. The broader policy framework is expected to incorporate detailed sector diagnostics and international benchmarking to identify specific areas where the province can implement meaningful reforms. This data-driven approach is intended to create a stable environment for investment and to move away from outdated, centralized models of energy management that have historically hindered provincial growth.

The focus areas of the upcoming energy policy are diverse, ranging from the potential privatization of distribution companies to the massive expansion of off-grid energy solutions for remote areas. Furthermore, the framework will prioritize access to open markets, allowing for more competitive pricing and better services for the end consumer. Governance mechanisms will also be a top priority, with a focus on transparency and accountability to ensure that the transition to a provincial regulatory model results in tangible improvements in service delivery. This is particularly crucial given that Punjab is the primary engine of the national economy, accounting for approximately 78% of the total electricity consumption in the country.

To ensure the success of this 18-month project, the provincial government has engaged a team of high-level consultants, including experts in renewable energy and representatives from AMA Energy. This collaborative effort involves regular progress reviews with government officials, development partners, and various industry stakeholders to ensure the final policy is both practical and forward-looking. By taking control of its energy destiny, Punjab is seeking to create a more resilient and self-sufficient power ecosystem that can support industrial expansion and residential stability. This initiative represents a landmark moment in the decentralization of Pakistan’s energy infrastructure, promising a future of better regulated and more efficient power services for millions of citizens.
