The formal approval for these updated operational constraints came directly from the Prime Minister, who underscored the necessity of adapting state policies to the changing climate. The decision was heavily influenced by the arrival of the summer season, which brings significantly prolonged daylight hours alongside escalating temperatures. These meteorological changes invariably lead to a surge in electricity consumption, primarily driven by cooling requirements. By pulling commercial activities forward into the daytime hours, the administration intends to curb the sharp spike in evening energy demand, thereby conserving vital fuel reserves and mitigating the financial strain associated with national power generation.
Under the newly deployed regulatory framework, the retail and consumer goods sectors face the earliest curfews. All conventional shops, wholesale markets, modern shopping malls, traditional bazaars, and departmental entities must conclude their operations by 9:00 PM daily. This restriction also encompasses local grocery networks, general merchants, and neighborhood kiryana stores. By standardizing this early closure, the government expects to substantially diminish the peak load requirements of urban commercial centers, which traditionally consume massive amounts of electricity for illumination and climate control well into the late evening hours.
Furthermore, the hospitality and entertainment sectors have been assigned distinct operational boundaries designed to balance economic activity with energy conservation. Commercial venues dedicated to social gatherings, including marriage halls, marquees, and festive event spaces, are legally mandated to terminate their activities and shut down by 10:00 PM. Meanwhile, the broader food and beverage sector has been granted a slightly extended operational cushion. Restaurants, cafés, public eateries, localized food outlets, and independent fruit and vegetable vendors are permitted to remain open until 11:00 PM. However, to minimize public disruption and support economic continuity, the notification explicitly exempts all remote food services, allowing takeaway options and home delivery networks to operate without time constraints.
Recognizing the critical nature of certain industries, the official notification outlines a comprehensive list of exemptions designed to protect public health, supply chains, and high-value export services. Critical healthcare facilities, including pharmacies, medical dispensaries, diagnostic laboratories, private clinics, and major hospitals, will maintain unrestricted operating hours. Similarly, essential food production units such as standalone bakeries, traditional tandoors, and dairy shops are entirely exempt from the curfew. The transport and logistics infrastructure will also remain unhindered, with fuel stations, compressed natural gas pumps, and electric vehicle charging hubs allowed to stay open. Additionally, physical wellness centers, gyms, public sports facilities, and padel courts are excluded from the restrictions. Crucially, to prevent any negative repercussions on the country’s growing digital economy, information technology enterprises and international call centers have been granted full exemption, ensuring global service delivery remains uninterrupted.
This synchronized timing policy is uniform across the entire calendar, applying to all days of the week without exception for Saturdays or Sundays. To ensure seamless compliance and uniform execution across diverse geographic regions, the federal administration has formally advised all provincial and regional governments to deploy their respective administrative apparatuses. Local authorities are expected to monitor commercial hubs diligently, ensuring that the nationwide drive toward resource preservation is upheld systematically across all administrative territories.
