Prime Minister Shehbaz Sharif has instructed relevant state authorities to ensure the immediate and streamlined execution of the National Tariff Policy spanning the 2025-30 timeframe. This directive focuses on executing structural fiscal adjustments designed to stimulate foreign direct investment, remove barriers to international trade, and accelerate domestic industrial development. Presiding over a high-level executive review session centered on national macroeconomic progress and fiscal policy execution, the premier underscored that establishing an export-led economic model serves as the primary strategic objective of the current administration.
The executive mandate calls for a comprehensive overhaul of the National Tariff Commission to guarantee the regulatory body functions with heightened transparency and activity in supporting local manufacturing units. The prime minister highlighted the necessity of pursuing institutional modernization projects that mirror international compliance benchmarks and corporate governance standards. Furthermore, the directive prioritizes the immediate deployment of advanced digital tools, including data analytics systems and artificial intelligence frameworks, to optimize operational workflows, minimize bureaucratic delays, and increase accountability across all trade facilitation departments.
During the policy brief, administrative officials clarified that the framework for the upcoming five-year cycle is built around a phased reduction of protective tariffs across various manufacturing segments, aiming to lower production costs and elevate the global competitiveness of Pakistani products. A notable feature of the updated structural plan includes the total elimination of import duties on specialized transport equipment, such as reefer containers and semi-trailers, which is expected to reduce logistics overheads and improve agricultural and industrial supply chain security.
The revised tariff roadmap also introduces targeted fiscal relief for the infrastructure and heavy industry domains by slashing customs duties on specialized construction vehicles and industrial machinery, a move aimed at lowering capital expenditure requirements for long-term development projects. Concurrently, the pharmaceutical manufacturing landscape is set to receive significant fiscal support through the complete abolition of customs duties on essential active pharmaceutical ingredients, specifically targeting raw materials utilized in the production of oncology medications to drive domestic drug manufacturing and lower healthcare costs.
The premier concluded the session by stating that rationalizing the national tariff architecture alongside digitalizing state apparatuses will serve as the backbone for expanding the export base and attracting sustainable foreign investment portfolios. The high-level economic assembly saw active participation from senior cabinet members, including Deputy Prime Minister and Foreign Minister Ishaq Dar, Law Minister Azam Nazeer Tarar, Climate Change Minister Musadik Malik, Economic Affairs Minister Ahad Khan Cheema, Finance Minister Muhammad Aurangzeb, and Petroleum Minister Ali Pervaiz Malik, alongside various technical advisors and department heads.
