The federal government has officially levied a new wave of regulatory duties on the import of an expansive range of commodities under a fresh statutory notification issued by the Ministry of Finance and Revenue. This latest regulatory intervention effectively supersedes the previous import tariff framework established on June 30, 2025. The Federal Board of Revenue exercised its executive powers under sub-section three of section eighteen of the Customs Act of 1969 to publish the new schedule under SRO 1064(I)/2026, which outlines revised tax percentages ranging from a minimal 0.8 percent to an aggressive maximum of twenty percent across hundreds of Pakistan Customs Tariff harmonized codes.
The comprehensive tariff adjustment impacts a vast assortment of international goods entering the country, spanning live livestock, fish and seafood products, dairy commodities, fresh fruits, vegetables, edible oils, textiles, iron and steel segments, heavy electrical machinery, motor vehicles, arms, ammunition, and miscellaneous consumer retail products. Within the specific categories defined by the revenue collection agency, live poultry lines, pure-bred breeding livestock, and select commercial fish species have been assigned a specialized duty rate of four percent. Conversely, processed frozen fish consignments and various types of imported fish fillets will now attract a much higher fourteen percent duty rate at the ports of entry.
The domestic dairy and agricultural processing sectors receive significant protection under the new layout, with imported cheese and curd products facing a maximum twenty percent regulatory tariff. Other everyday essential dairy imports including milk, cream, and yogurt variants have been hit with a sixteen percent duty rate. The imported fresh fruit sector has also been heavily taxed, with fresh apples, pears, cherries, peaches, and plums receiving a flat twenty percent duty rate. Meanwhile, international shipments of dates, mangoes, and various citrus fruits will carry tiered regulatory duties fluctuating between eight and sixteen percent, depending entirely on whether the incoming produce is fresh or dried.
Substantial adjustments have also been introduced within the automotive logistics sector, where multiple classes of both brand new and used motor vehicles have been subjected to regulatory duties landing between eight and twenty percent. This includes high-end sports utility vehicles, family mini-vans, and rugged all-terrain vehicles, with the exact tax liability determined strictly by engine cylinder capacity and the physical condition of the vehicle upon arrival. Beyond industrial goods, the statutory regulatory order also targets luxury personal care and lifestyle items, placing a twenty percent tariff on wristwatches, fashion sunglasses, imitation jewelry collections, and cosmetics. For telecommunications hardware, telephone sets and mobile equipment will now carry fixed duties ranging from two hundred and forty rupees per set up to seventeen thousand six hundred rupees per set, based on the documented cost and freight value of the cargo.
To balance these aggressive fiscal measures, the central authority has structured explicit exemptions from these regulatory duties for specific industrial tracks and geopolitical trade agreements. Tariffs are completely waived for imports falling under the umbrella of the Fifth Schedule to the Customs Act of 1969, subject to strict verification conditions, alongside all materials processed through the Temporary Importation Scheme. Similarly, special steel round bars utilized by seamless pipe manufacturers, industrial rubber aprons and cots, and vehicles imported by corporate entities entering under the Auto Development Policy will bypass the new duties. Furthermore, the notification grants complete duty immunity to pine nuts and roughly trimmed marble, while reducing the tariff on ground nuts in the shell down to ten percent specifically when sourced from Afghanistan. Finally, knock-down assembly kits for home appliances have been fixed at a steady four percent tariff, while the valuation for secure, bullet-proofed passenger transport vehicles will continue to be governed by the legal provisions of older security frameworks, with the entire notification having officially taken effect starting July 1, 2026.
