The Oil and Gas Regulatory Authority (OGRA) is developing a digital system that will enable real time monitoring of petroleum stocks by obtaining data directly from oil marketing companies (OMCs) and refineries through Enterprise Resource Planning (ERP) systems. The regulator also plans to monitor petroleum stock levels through Automatic Tank Gauging (ATG) sensors as part of a broader effort to improve the accuracy, reliability and timeliness of information across Pakistan’s petroleum supply chain.
According to official documents, the initiative is designed to provide OGRA with more timely and reliable petroleum stock and supply information. The digital system is expected to strengthen the regulator’s ability to assess petroleum product requirements, monitor supply chain operations and improve planning based on more frequently updated stock data. Instead of relying solely on existing monitoring mechanisms, the new system will allow information to be collected directly from relevant industry systems and stock measurement infrastructure.
OGRA has already developed a digital platform aimed at providing greater visibility across the petroleum supply chain. Work is currently under way to integrate oil pipelines with ERP systems, with the integration expected to be completed by the end of September 2026. Once the relevant systems are connected, the platform will be able to receive information from participating petroleum sector entities and provide OGRA with a more comprehensive view of stock positions and supply chain activity.
A key component of the initiative is the direct collection of data from OMCs and refineries through their ERP systems. The system will also incorporate stock positions generated through Automatic Tank Gauging sensors. ATG technology can provide information on tank inventory levels, allowing petroleum stocks to be monitored through automated measurements rather than relying exclusively on manually reported figures. The integration of these data sources is expected to improve the quality and timeliness of petroleum information available to the regulator.
The digital platform is being developed at a time when timely information on petroleum stocks is important for monitoring product availability and supply chain requirements. OGRA currently monitors petroleum stock availability, but it does not have a dedicated real time ERP based system for tracking customs bonded stocks. The new initiative is intended to address this gap by improving access to stock information through digital integration with industry systems.
Customs bonded stocks include both duty paid and non duty paid petroleum stocks and are managed by Pakistan Customs and the Federal Board of Revenue (FBR) under the Customs Act, 1969. These stocks form part of the broader petroleum inventory that needs to be monitored for supply chain and regulatory purposes. The absence of a dedicated real time ERP based tracking mechanism has limited the availability of continuously updated information concerning such stocks.
The digitisation project is also expected to support FBR and Pakistan Customs by giving them access to more timely petroleum stock data. OGRA has already provided FBR and Customs with access to its digital platform, creating a mechanism through which relevant authorities can access information available through the system.
The planned integration of ERP systems, pipeline data and ATG sensor generated stock positions is expected to give OGRA a more detailed and timely picture of petroleum inventories. Direct access to information generated within OMC and refinery systems could reduce delays associated with conventional reporting and provide a stronger basis for monitoring supply chain conditions.
The initiative forms part of OGRA’s wider move toward digital monitoring of the petroleum sector. With the digital platform already developed and oil pipeline integration expected by the end of September 2026, the regulator is moving toward a system in which petroleum stock information can be collected and assessed through connected digital infrastructure. The availability of real time data is expected to assist OGRA, FBR and Pakistan Customs in monitoring petroleum stocks and supply chain operations more effectively.
