Pakistan Single Window has signed a Service Level Agreement with the Board of Revenue Sindh to formalize the digital collection of Sindh Stamp Duty through the Pakistan Single Window platform. The agreement establishes arrangements for digitizing stamp duty collection linked to cross-border trade declarations and is intended to improve transparency, visibility and traceability across the collection process. The agreement was signed in Karachi by Naveed Abbas Memon, Chief Domain Officer at Pakistan Single Window, and Nazir Ahmed Qureshi, Member RS&EP at the Board of Revenue Sindh, in the presence of senior officials from both organizations.
The signing ceremony was also attended by Khalid Haider Shah, Senior Member of the Board of Revenue Sindh, along with other officials from the provincial revenue department and Pakistan Single Window. The Service Level Agreement formalizes the partnership between the two organizations and brings the Sindh Board of Revenue into the digital infrastructure supporting government transactions through Pakistan Single Window. The arrangement is focused on enabling stamp duty collection through a digital channel while providing the relevant government authorities with greater oversight of transactions and collections.
A key component of the arrangement is the development of a dedicated interface for the Board of Revenue Sindh. Through this interface, the department will be able to monitor stamp duty collections in real time and access information needed to track government receipts. The system will also support daily and monthly reconciliation of collected stamp duty against government receipts, providing the department with a more structured mechanism for monitoring revenue flows and matching collections with reported government revenue.
The digital integration is expected to improve the efficiency of stamp duty administration by reducing reliance on manual processes and providing the Board of Revenue Sindh with direct access to collection information. Real-time visibility can also support more timely monitoring of revenue, while the reconciliation functions are intended to assist the department in identifying and managing differences between collections and government receipts. The arrangement covers stamp duty associated with cross-border trade declarations and forms part of broader efforts to bring government processes onto digital platforms.
The integration of the Board of Revenue Sindh adds to the growing number of provincial and federal government bodies that have brought their processes onto the Pakistan Single Window platform. Over the past year, Pakistan Single Window has continued extending its digital infrastructure across government transactions and services, with the objective of providing a connected system for processes involving different public sector departments. The addition of the Sindh revenue department expands the platform’s role in supporting government revenue-related transactions alongside its existing trade facilitation functions.
The Service Level Agreement therefore represents another step in the digitalisation of government revenue collection in Pakistan. By connecting the Board of Revenue Sindh with Pakistan Single Window, the arrangement provides a dedicated digital mechanism for stamp duty collection, monitoring and reconciliation while strengthening visibility over transactions related to cross-border trade declarations. The integration is expected to give the provincial department improved access to collection data and support more efficient administration of Sindh Stamp Duty through the country’s broader digital government infrastructure.
