Pakistan and Iran have taken a major step toward redefining their economic and trade relationship by signing a series of wide-ranging protocols aimed at boosting bilateral trade to $10 billion. The agreements were finalized at the conclusion of the Pakistan-Iran Joint Economic Commission (JEC) in Tehran, where Pakistan’s Commerce Minister Jam Kamal Khan and Iran’s Minister for Roads and Urban Development Farzaneh Sadeq led their respective delegations.
According to the Ministry of Commerce, the protocols are designed to dismantle tariff and non-tariff barriers, deepen energy and infrastructure cooperation, and expand communication and transportation channels. These measures are expected to provide the foundation for significantly higher trade volumes and long-term commercial stability between the two neighbors.
The agreements mark progress across multiple sectors. In trade, both countries reaffirmed their commitment to eliminating restrictive barriers, activating cross-border markets, and holding regular Business-to-Business (B2B) meetings to foster stronger commercial linkages. This approach is aimed at creating a more predictable trading environment, making it easier for businesses on both sides to explore opportunities.
Energy cooperation was highlighted as a core element of the new framework. The two sides agreed to expand electricity exchanges, including reviving construction on a 220-kilovolt transmission line connecting Iran to Gwadar. Renewable energy development also featured in discussions, with plans for a Joint Working Group to facilitate investment in power projects. Broader cooperation on water resource management and sustainable urban development was also identified as a strategic priority.
Agriculture and environmental sustainability emerged as other focus areas. Agreements were reached to implement veterinary health standards, pest control initiatives, and the joint development of agricultural seeds and equipment. Both sides pledged to tackle shared climate challenges, including desertification, sand and dust storms, and the conservation of mangrove ecosystems.
In transportation and connectivity, the protocols cover road, rail, maritime, and air linkages. Plans include boosting rail cargo capacity, upgrading air navigation systems, and exploring passenger ferry services, particularly to facilitate Zaireen between designated seaports. These measures aim to strengthen logistics and make cross-border movement more efficient.
Health sector collaboration also saw progress, with commitments to joint training programs, harmonization of pharmaceutical registration, and enhanced disease surveillance mechanisms. Labour mobility was another key area, with both countries agreeing to establish a Joint Committee on Labour Cooperation to enable workforce movement in sectors such as construction, textiles, and agriculture.
Cultural and educational exchanges received renewed momentum through proposals for cultural festivals, joint media productions, academic collaborations, and vocational training initiatives, all intended to deepen people-to-people ties.
The security dimension was not overlooked. Both countries reaffirmed their commitment to joint counter-narcotics initiatives, pledging to intensify intelligence-led operations and bolster border coordination. To further trade facilitation, proposals were also tabled to streamline visa procedures for businesspersons and commercial drivers.
In a separate meeting, Commerce Minister Jam Kamal Khan also held talks with Iran’s First Vice President Mohammad-Reza Aref to discuss further strengthening of trade and investment cooperation. The discussions centered on reducing trade barriers, improving regulatory alignment, and identifying new opportunities for export and import growth.
The wide scope of these agreements reflects a comprehensive strategy by both nations to expand trade beyond traditional sectors, integrating energy, infrastructure, culture, and technology into the bilateral framework. With the $10 billion trade target now formally in sight, Pakistan and Iran are positioning themselves for a stronger and more diversified economic partnership.
