Gallup Survey Shows Pakistan Business Confidence Recovers in Second Quarter

Business sentiment across Pakistan showed signs of recovery during the second quarter of 2026, driven by a noticeable improvement in immediate operational conditions and heightened optimism regarding future commercial prospects. According to the latest Business Confidence Index published by Gallup Pakistan, corporate sentiment registered gains across all three primary sub-indices. The nationwide survey, conducted in early July among 527 business owners across manufacturing, services, construction, financial services, and retail sectors, indicates a general easing of corporate pessimism across major urban and regional commercial centers.

The Current Business Conditions component improved by nine percentage points to settle at negative ten percent, up from negative nineteen percent recorded in the preceding quarter. Approximately forty-five percent of surveyed enterprise leaders classified current operating conditions as favorable, marking a four percentage point increase over the previous quarter. The most pronounced shift occurred in the Future Business Conditions index, which posted a significant twenty-five percentage point jump to positive twelve percent. This shift marks the first positive reading for future expectations in three quarters, with fifty-six percent of respondents anticipating broader economic improvement over the next twelve months.

Gallup Pakistan noted that the rebound in commercial sentiment was partially supported by reduced geopolitical tension following the resolution of the Iran-US conflict, which led to a stabilization of global energy markets and lower domestic fuel prices prior to the survey period. However, broader national indicators remain constrained, with the Direction of the Country score improving by twelve percentage points to negative twenty percent. Gallup Pakistan Executive Director Bilal I. Gilani observed that while a clear recovery in sentiment is underway, baseline indicators remain firmly in negative territory, highlighting lingering structural vulnerabilities across the domestic marketplace.

Despite the uptick in general sentiment, operational headwinds continue to burden commercial enterprises nationwide. Inflation emerged as the primary operational bottleneck, with thirty-four percent of surveyed businesses identifying price pressures as the single most urgent issue requiring government intervention. Power reliability also deteriorated during the survey period, as seventy-two percent of businesses reported experiencing loadshedding on the day of the survey. This represents a fifteen percentage point increase compared to the previous quarter and stands higher than outage frequencies recorded in both 2023 and 2024.

Corporate sentiment regarding the Federal Budget 2026 to 2027 remains predominantly skeptical. Thirty-nine percent of respondents evaluated the national budget negatively, compared to only eighteen percent who expressed a positive view. Furthermore, forty-nine percent of surveyed businesses indicated low confidence in their twelve month growth prospects following the budget announcement, while forty-nine percent warned that fiscal measures would elevate overall operational costs. On capital allocation, thirty-four percent of respondents stated the budget made them less inclined to invest or expand operations, compared to twenty-two percent who planned increased capital expenditure. Gallup Pakistan concluded that a lasting economic recovery will require sustained progress on inflation, energy availability, and broader cost containment.
