Pakistan Govt, Silk Road Fund Discuss Investment Opportunities In Energy And Infrastructure

The Government of Pakistan and the Silk Road Fund (SRF), a major Chinese investment fund, have discussed opportunities for expanding economic and investment cooperation across key sectors including energy, infrastructure, manufacturing and Pakistan’s ongoing privatization programme. The discussions took place during a meeting between Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb and a high-level delegation from the Silk Road Fund led by its Chairperson, Ms. Zhu Jun.

During the meeting, Senator Muhammad Aurangzeb welcomed the SRF delegation and briefed its members on Pakistan’s recent economic progress and the government’s efforts to strengthen the country’s macroeconomic position. The Finance Minister highlighted improvements in fiscal discipline, external account stability and foreign exchange reserves, while also outlining the broader economic outlook. He said the government remained focused on maintaining economic stability while advancing structural reforms and pursuing sustainable economic growth.

Senator Aurangzeb also outlined measures being undertaken to strengthen domestic resource mobilization and broaden the country’s tax base. He discussed efforts to improve tax administration through digitalization and address structural challenges affecting the energy sector. The government’s focus on export-led growth and efforts to create a stronger business environment for private investment were also discussed during the meeting.

The Finance Minister said the government was working to establish a more conducive environment for long-term investment by improving policy predictability, strengthening institutional frameworks and advancing reforms across important sectors of the economy. He noted that greater collaboration with major international investment institutions such as the Silk Road Fund could contribute to capital formation, infrastructure development and the expansion of productive economic activity in Pakistan.

Investment opportunities linked to Pakistan’s privatization programme were also discussed during the meeting. The two sides examined potential areas of participation in infrastructure, energy and manufacturing, with Senator Aurangzeb emphasizing the importance of greater involvement by both domestic and international investors in investment and privatization initiatives. The government is seeking increased private-sector participation as it continues efforts to improve economic efficiency and attract capital into key areas of the economy.

The SRF delegation expressed interest in maintaining further engagement with Pakistan and acknowledged the progress made in strengthening the country’s macroeconomic fundamentals. Ms. Zhu Jun said the delegation had been impressed by the quality and potential of several private-sector projects it had reviewed during its engagement with Pakistan. She also highlighted the strength of the country’s private sector and indicated SRF’s interest in exploring additional investment opportunities.

According to the discussion, the Silk Road Fund is particularly interested in potential projects involving infrastructure, energy and private-sector development. The delegation also expressed interest in projects capable of generating broader economic and social benefits. The interest from SRF could provide opportunities for Pakistani projects seeking long-term institutional capital, particularly in sectors requiring significant investment for development and expansion.

The meeting also covered Pakistan’s ongoing power sector reforms. The discussions included potential opportunities related to transmission and distribution, along with broader structural reforms aimed at improving efficiency in the power sector and creating conditions that can attract additional investment. Energy sector reforms remain an important component of Pakistan’s broader economic reform agenda, particularly as the government seeks to address structural challenges and improve the investment environment.

Senator Aurangzeb welcomed the SRF delegation’s positive assessment of Pakistan’s private sector and stressed the importance of creating stronger connections between international institutional capital and credible, commercially viable projects in the country. He encouraged continued engagement between Pakistani authorities, the private sector and the Silk Road Fund to identify projects with investment potential.

The SRF delegation included Mr. Fu Lingzhi, Deputy Head of the Legal Department; Mr. Cheng Liang, Senior Executive Director, Department IV; Mr. Wang Fuwei, Executive Director, Investment Department; and Ms. Mi Keyang, Senior Manager, Investment Department. Senior officials from the Finance Division, Economic Affairs Division and Special Investment Facilitation Council also participated in the meeting.

The engagement reflects Pakistan’s efforts to attract international institutional investment into strategic sectors while continuing economic and structural reforms. For the Silk Road Fund, the discussions provided an opportunity to assess potential projects and areas where its investment could support infrastructure, energy, manufacturing and private-sector development. Both sides expressed interest in continued engagement to identify viable investment opportunities and strengthen economic cooperation.
