Punjab Plans Full Digitalisation of Tax Infrastructure to Meet Revenue Targets Without New Taxes

The provincial government of Punjab has unveiled an ambitious strategy to achieve its fiscal revenue targets for the upcoming financial year by relying entirely on structural modernisations rather than introducing new levies. Punjab Finance Minister Mian Mujtaba Shujaur Rehman announced that the administration will ensure the complete digitalisation of the provincial tax framework over the course of the new fiscal period. Speaking at the Annual Strategic Conference organized by the Punjab Revenue Authority, the minister emphasized that improving transparency, executing strict enforcement protocols, and optimizing the collection mechanisms of existing taxes will serve as the primary operational priorities for the government moving forward. This approach aims to safeguard compliant taxpayers from additional financial pressures while broadening the provincial fiscal base.

Central to this updated operational blueprint is a strict policy regarding financial discrepancies and deliberate tax non-compliance. The finance minister stated that the provincial authorities will maintain a zero-tolerance stance against the issuance of fraudulent invoicing and systemic tax evasion. Under the new guidelines, identified tax defaulters will face structured administrative pressures to fulfill their outstanding fiscal obligations to the state. Concurrently, the Punjab Revenue Authority intends to deploy targeted registration campaigns designed to identify undocumented corporate entities and commercial enterprises, systematically integrating them into the formal provincial tax registry. The conference, which served as the venue for these policy declarations, saw the participation of senior leadership, including Punjab Revenue Authority Chairman Moazzam Iqbal Supra, alongside various board members and administrative officers.

During his address, the finance minister commended the revenue authority for its performance during the recently concluded fiscal year of two thousand twenty-five to twenty-six. The authority successfully amassed a total of three hundred sixty-eight billion rupees in tax revenue, marking an annual growth rate of thirty-six percent. This performance yielded an additional ninety-seven billion rupees compared to the collections managed in the preceding financial year. The minister noted that this substantial expansion in self-generated provincial resources marks a vital step toward decreasing fiscal reliance on federal fund assignments, aligning with the broader governance objectives established by Chief Minister Maryam Nawaz Sharif. He reiterated that these ongoing structural changes are designed not merely to accumulate capital, but to establish open administrative processes that eliminate corrupt practices within public offices.

The provincial administration maintains that higher revenue collection directly influences the quality and availability of essential civic amenities. The funds generated through these digitalized channels are being channeled directly into upgrading healthcare networks, expanding public education sectors, building critical industrial infrastructure for corporate operations, and executing targeted public welfare initiatives. However, the minister observed that institutional efforts alone are insufficient to eradicate irregularities within the tax framework, noting that active public participation is essential. Citizens are urged to consistently demand official electronic receipts during retail transactions and actively discourage commercial vendors that refuse to provide digital bills or decline electronic payment methods.

To support these objectives, the institutional capacity of the revenue authority will undergo significant upgrades, with an expanded deployment of specialized software tools to make enforcement routines more reliable. The event concluded with the distribution of formal commendation certificates to exceptional officers in recognition of their roles in securing the record-breaking revenue figures. Commenting on the milestones, Chairman Moazzam Iqbal Supra stated that the historic revenue collection achieved during the previous fiscal year proves the validity of combining clear strategies with digital infrastructure. He concluded that the transition to automated tax administration remains the most effective tool for minimizing human discretion and corruption, emphasizing that reinforcing taxpayer trust in public institutions is the fundamental requirement for a sustainable provincial tax architecture.
