Shahzad Iqbal Appointed Vice-Chairman of OGRA to Strengthen Energy Regulation

The government has appointed Shahzad Iqbal, currently serving as Member (Gas) at the Oil and Gas Regulatory Authority (OGRA), as the new Vice-Chairman of the authority with effect from February 23, 2026. The appointment, notified by the Cabinet Division under Section 3(13) of the Oil and Gas Regulatory Authority Ordinance, 2002, is set to be published in the next issue of the Gazette of Pakistan. This elevation comes at a critical time when OGRA is managing important regulatory responsibilities related to gas pricing, supply management, and supervision of transmission and distribution networks across the country.

Shahzad Iqbal’s new role as Vice-Chairman places him at the center of OGRA’s strategic decision-making. In his previous capacity as Member (Gas), he played a key role in overseeing the natural gas sector, including tariff determinations, monitoring compliance by gas companies, and coordinating with stakeholders in both upstream and downstream segments of the industry. His appointment is expected to provide continuity in regulatory processes and maintain operational stability within the authority while supporting effective policy implementation.

The official notification emphasizes that the Vice-Chairman will hold office until the appointment of a Chairman of OGRA, in accordance with the statutory framework governing the authority’s composition. This provision ensures that regulatory leadership remains consistent while the authority awaits a permanent appointment for its top position. Copies of the notification have been circulated to the Prime Minister’s Office, the Establishment Division, and the Petroleum Division, among other relevant government offices, underscoring the importance of coordinated oversight in the energy sector.

OGRA, as Pakistan’s primary oil and gas regulator, is responsible for determining consumer gas tariffs, regulating LNG operations, supervising oil marketing companies, and monitoring compliance throughout the petroleum supply chain. The appointment of a Vice-Chairman from within the authority is expected to facilitate uninterrupted governance and strengthen regulatory oversight at a time when the sector is navigating complex challenges, including energy pricing adjustments and supply optimization.

Industry experts view Shahzad Iqbal’s elevation as a strategic decision to reinforce institutional knowledge and leadership continuity within OGRA. His experience in regulatory matters and stakeholder engagement equips him to manage critical issues facing Pakistan’s energy sector. Analysts note that having an internal candidate assume the Vice-Chairman position ensures that decision-making processes remain informed by existing operational insights and ongoing regulatory initiatives.

With this appointment, OGRA is poised to maintain stable governance and oversight of the country’s oil and gas industry, supporting energy security, compliance enforcement, and sustainable management of natural gas and petroleum resources. The leadership transition underscores the government’s focus on reinforcing institutional capacity and ensuring effective regulation in a sector vital to Pakistan’s economy and industrial growth. Shahzad Iqbal’s role as Vice-Chairman will be pivotal in guiding the authority through regulatory challenges, maintaining market stability, and facilitating strategic planning in the evolving energy landscape.
