SBP Designates NIFT As Payment System Operator Under New Regulatory Framework

The State Bank of Pakistan (SBP) has formally designated National Institutional Facilitation Technologies (NIFT) as a Payment System Operator under Section 4(1) of the Payment Systems and Electronic Fund Transfer Act, 2007. The designation has been granted under the Payment System Designation Framework, 2017, giving NIFT a formally recognised regulatory position within Pakistan’s payment infrastructure. The development strengthens the institutional standing of NIFT and reflects the company’s established role in providing payment and financial market infrastructure services to the country’s banking sector.

The designation places NIFT within the regulatory framework applicable to key payment system operators and formally recognises its role in supporting payment-related activities across Pakistan. NIFT said the new status would allow the company to deepen coordination with SBP, commercial banks and other participants in the financial sector. The company is expected to continue working with these stakeholders as it develops and expands payment infrastructure and services in line with the changing requirements of Pakistan’s financial system.

NIFT currently operates Pakistan’s interbank cheque-clearing infrastructure through a centralised Image Based Clearing System. The system is supported by 27 processing centres located across the country, allowing cheque-clearing activities to be processed through a nationwide network. The company’s role in cheque clearing has established its position within the banking infrastructure, particularly in facilitating transactions between financial institutions and supporting the processing of cheques across different locations.

Following its formal designation, NIFT has identified cheque-clearing modernisation, faster digitalisation and broader adoption of digital payment platforms among its priorities. The company has positioned these areas as part of its efforts to contribute to the development of Pakistan’s wider payment ecosystem. These priorities also correspond with the State Bank of Pakistan’s focus on improving payment systems, strengthening security and efficiency, and expanding access to digital financial services across the country.

NIFT is also developing additional capabilities based on its existing relationships with banks and other financial-sector institutions. These capabilities include cheque truncation, digital cheque services, centralised intelligence and validation analytics, as well as secure digital payment tools. The expansion of these services is aimed at building on the company’s existing infrastructure while supporting changing requirements across Pakistan’s banking and payments landscape.

Cheque truncation and digital cheque services are among the areas through which NIFT is seeking to modernise traditional payment processes. At the same time, centralised intelligence and validation analytics can support the processing and verification requirements associated with financial transactions. The company’s development of secure digital payment tools also reflects the broader shift in the financial sector towards electronic payment channels and technology-enabled services.

The formal designation by SBP represents a change in NIFT’s regulatory standing, moving the company beyond its role as a standard licensed operator to an entity recognised as significant within Pakistan’s payment infrastructure. The development comes as financial institutions continue to expand digital payment services and modernise established banking processes. NIFT’s existing nationwide cheque-clearing network and its development of additional digital capabilities provide the foundation for its continued role in the country’s evolving financial infrastructure.

NIFT said the designation would strengthen its engagement with the central bank, commercial banks and other financial-sector stakeholders. The company will continue to work on payment infrastructure and related technologies, with cheque-clearing modernisation, digitalisation and wider digital payment adoption identified as key areas of focus. The designation under the Payment System Designation Framework, 2017, provides a formal regulatory recognition of NIFT’s role in Pakistan’s payment system as the financial sector continues its shift towards more technology-driven services.
