Finance Minister Unveils Asaan Fixed Tax Scheme For Retail Shop Owners

The federal administration has officially introduced a voluntary fixed tax mechanism designed for small shop owners and retail merchants, establishing a flat one percent tax rate on net business income as a primary policy tool to broaden the documented national tax base. Finance Minister Muhammad Aurangzeb detailed the operational parameters of the initiative, titled the Asaan Scheme, during a joint press briefing alongside Minister of State for Finance Bilal Azhar Kiani. The special fiscal program targets retail establishments that record an annual business turnover ceiling of up to Rs200 million, with state planners projecting the simplified framework to eventually cover between three million and four million commercial shop owners nationwide.

The finance minister clarified that the development of this streamlined tax architecture follows extensive rounds of structured negotiations with major central and regional traders associations, acting as a direct institutional response to long standing administrative demands voiced by the domestic retail sector. The eligibility criteria have been designed to maintain high flexibility, allowing both registered tax filers and current non filers to transition into the simplified program. Providing further technical specifics, Bilal Azhar Kiani explained that existing taxpayers are fully permitted to join the facility provided their declared business turnover metrics have not crossed the Rs200 million threshold over the preceding three consecutive fiscal years, while minor roadside kiosks will remain completely exempt from the tax net.

To eliminate literacy barriers and simplify the onboarding process, the revenue authority will distribute registration forms translated into multiple local languages, enabling merchants to complete documentation without encountering bureaucratic friction. Upon successful enrollment within the system, participating businesses will be issued official Federal Board of Revenue identification plaques embedded with unique, store specific quick response codes, which merchants must display visibly outside their storefronts. Concurrently, an electronic point of sale tracking mechanism will be integrated within the internal operational setup of each participating shop to automate sales logging and ensure real time transparency.

The digitalized layout introduces a modernized enforcement strategy, enabling traveling tax inspectors to utilize mobile scanners on the field to read the external codes and instantly pull up the comprehensive, real time tax compliance records of any registered retail shop during routine market inspections. Should the state evaluation systems flag any financial anomalies or reporting irregularities, the affected business will not face immediate unilateral action; instead, the subsequent regulatory audit process will be executed in close coordination and consultation with the leadership of the relevant local traders association. The finance minister concluded that the implementation of the simplified program represents a vital paradigm shift toward constructing a more balanced, equitable, and sustainable revenue collection ecosystem across the country.
