The Ignite–National Technology Fund has officially appointed Muhammad Bilal Abbasi as its new Chief Executive Officer for a specified three-year term. This critical administrative decision effectively ends a prolonged period during which the executive position remained vacant. The top leadership post at the state-backed technology fund had been completely unfilled since January 17, 2024, following the formal conclusion of the previous chief executive’s tenure. Immediately following the vacancy, the General Manager of Corporate Affairs, Adeel Ejaz Sheikh, was assigned additional organizational responsibilities to serve as the temporary Acting CEO.
Later, the critical position was overseen by Rafique Ahmed Buriro, who managed operational responsibilities in a dual capacity as both the temporary Ignite CEO and the Additional Secretary at the federal Ministry of Information Technology and Telecommunication. Throughout this transition period, the permanent chief executive position was publicly advertised multiple times, and a specialized selection committee was formed to stringently evaluate applicants based on their academic qualifications and technical experience. Following initial rounds of interviews conducted by the high-level Ignite Board, two internal candidates were successfully shortlisted in 2025. However, an equal tie among the selection committee members ultimately forced the Ministry of IT to re-advertise the position due to the complete absence of a consensus candidate.
The newly appointed executive, Bilal Abbasi, brings more than two decades of advanced professional experience in information technology, digital transformation, e-governance, and public-sector innovation to his new role. Since April 2022, he has been working directly within the organization as the General Manager, where he successfully spearheaded numerous national initiatives aimed at strengthening the domestic startup ecosystem. During this institutional tenure, he systematically monitored the operations of National Incubation Centres scattered across the country and played a key operational role in designing targeted industrial programs. These specialized programs focused heavily on gaming and animation development, virtual production frameworks, aerospace technology incubation, the launch of the first official national startup portal, and the country’s flagship startup acceleration program.
Prior to his long-term engagement at Ignite, Bilal Abbasi served as the Director General of IT at the Ministry of Information Technology and Telecommunication from 2019 to 2022. In that senior administrative role, he contributed substantially to several milestone digital initiatives of the state, including the formulation of the Digital Pakistan Policy, international payment gateway integration efforts, the national cloud computing policy framework, and the Personal Data Protection Bill 2020. He was also centrally involved in active policy formulation regarding artificial intelligence, blockchain engineering, national cybersecurity protocols, and e-commerce growth, while directly managing a diverse portfolio of public sector IT and telecom infrastructure projects valued at billions of rupees.
Furthermore, his extensive professional career includes holding senior executive positions at the National Information Technology Board, where he directly supervised the engineering and nationwide implementation of the federal government’s centralized e-Office platform alongside various other digital governance architectures. Earlier in his career, he worked with the Electronic Government Directorate, Vensys Telecom, and Digitania Pakistan, through which he gathered deep field experience in enterprise resource planning systems, network infrastructure deployment, digital public services, and large-scale project management. His permanent leadership appointment comes at a vital juncture as Ignite aggressively expands its strategic role to support local entrepreneurship, foster digital innovation, and accelerate technology-driven economic growth across Pakistan.
