Prime Minister Shehbaz Sharif has ordered a comprehensive institutional overhaul of the Oil and Gas Regulatory Authority, aiming to strengthen oversight of the national petroleum sector, enhance operational transparency, and upgrade technical capabilities across the regulatory body. Chairing a high-level executive session attended by senior cabinet ministers and federal officials, the prime minister emphasized that ongoing administrative reforms rolling out across government departments must be rigorously implemented within OGRA to protect public exchequer revenues and prevent market exploitation.
Central to the reform strategy is the implementation of an end-to-end digital tracking system for petroleum product distribution. Prime Minister Shehbaz instructed officials to design a nationwide fuel tracking network modeled on the digital monitoring mechanisms currently deployed by the Federal Board of Revenue. The proposed software architecture will keep the national petroleum supply chain under real-time digital surveillance, connecting entry ports, domestic refineries, storage depots, and retail outlets to identify operational anomalies, supply artificial bottlenecks, and unauthorized diversions early in the distribution cycle.
To support this institutional upgrade, the federal government pledged full backing for a merit-based hiring drive aimed at recruiting seasoned private-sector experts into key technical roles at OGRA. The prime minister noted that strengthening human resource capacity with specialized industry experts is essential for managing complex modern energy markets. Furthermore, regulatory bodies were instructed to establish formalized coordination channels with their parent ministries, while domestic refineries were urged to accelerate facility upgrades under the active national policy framework.
During the session, the OGRA leadership presented an overview of current regulatory performance and highlighted digital tools already operational within the framework. Active initiatives include a National Monitoring Dashboard, a Tanker Track and Trace System, Depot Tank Telemetry, the Rahguzar mobile application, a Digital Sales Entry System at retail stations, and a Central Monitoring Cell. Authorities reported that data gathered through these digital tracking platforms throughout July 2026 enabled enforcement teams to detect instances of artificial supply shortages and illegal hoarding, resulting in show-cause notices and legal proceedings against non-compliant entities.
The broader institutional reform plan endorsed during the meeting encompasses full workflow digitization, an overhauled enforcement framework, the creation of a dedicated compliance wing, revised licensing protocols, strengthened legal management, and a reorganized operational structure. Directing ministries to fast-track all necessary administrative and legal measures, Prime Minister Shehbaz stressed that maintaining uninterrupted fuel supplies and ensuring fair retail pricing for consumers remain non-negotiable priorities, warning that negligence and market manipulation will meet strict regulatory action.
